Abstract
Osmanlı Devleti’nde meclis, devlet yönetiminde oldukça önemli bir kurum olmuştur.
Divan-ı Hümayun, uzun yıllar boyunca Osmanlı Devleti’nde etkin bir meclis olarak
görev yapmış; II. Mahmut döneminde oluşturulan ve asıl anlamını Tanzimat’ın ilanıyla
kazanan yeni meclisler ise bürokratik yapının daha kurumsal bir nitelik kazanmasını
sağlamıştır. Bu süreçte meclisler, reformların hazırlanması ve uygulanmasında merkezi bir rol üstlenmiştir.
Denizcilik alanında gerçekleştirilecek reformların sağlam bir temele oturtulabilmesi için
bahriye teşkilatına bağlı kurumların da yeniden düzenlenmesi zorunlu hâle gelmiştir. Bahriye Meclisi’nin
kuruluşu, Osmanlı Devleti’nde meclislerin sayısının arttığı ve reformların temelinin bu meclislerde
atıldığı bir döneme rastlamaktadır. Bu makalede, Osmanlı Devleti’nin genel meclis yapısı
kısaca ele alındıktan sonra, Bahriye teşkilatı ve Bahriye Meclisi’nin Osmanlı meclis geleneği içerisindeki
yeri incelenmeye çalışılmıştır.

Abstract
The council has been a very important institution in the Ottoman Empire. The Divan-ı Hümayun
served as an active assembly in the Ottoman Empire for many years. Subsequently, the assemblies
created during the reign of Mahmud, but which completed their main meaning with the promulgation
of the Tanzimat, have become effective in the bureaucracy. In order for the reforms to be
made in the maritime field to be put on a main, it was necessary to organize the institutions in the
navy. The establishment of the Naval Assembly also took place at a time when assemblies were
increasing in the Ottoman Empire and the foundation of reforms was laid in the assemblies. In
this study, after trying to draw of the general assembly of the Ottoman Empire, the organization
of the Navy and the place of the Naval Assembly in the council tradition have been tried to be
discussed.
